About the Company

QADER for Community Development is a Palestinian independent, non-governmental, not-for-profit, and rights-based organization focused on disability rights and inclusion in Palestine. Since its establishment in 2008, QADER has been leading efforts to empower and protect children, women, and youth with disabilities from structural marginalization, discrimination, and violence, while promoting inclusive development across all sectors. 

QADER works to influence policy and practice to ensure disability inclusion is embedded across humanitarian and development programming in line with international human rights standards, including the UN Convention on the Rights of Persons with Disabilities (CRPD). 

In line with its strategic direction to expand and strengthen its engagement in the education sector, including inclusive education and education in emergencies (EiE), QADER seeks to recruit a qualified Education Advisor to provide technical and strategic leadership in shaping, guiding, and advancing QADER’s education-related work. 

Job Description
  • Reports to: Director of Programs 
  • Duration: 1 year (renewable) 
  • Duty Station: Hybrid (QADER’s main or field offices and remotely). 
  • Starting date: ASAP

 

JOB SUMMARY 

The Education Advisor will play a central role in enhancing QADER’s technical expertise, visibility, and strategic positioning in the education sector. This includes leading the conceptualization and quality assurance of education-related interventions, strengthening partnerships with key actors such as the Ministry of Education, Education Cluster, and other stakeholders, and ensuring that inclusive education and education in emergencies are effectively integrated into QADER’s programming and advocacy work. 

The Advisor will work in close coordination with program management and development team to support program development, provide high-level technical input to ongoing initiatives, and contribute to knowledge generation and capitalization, policy dialogue, and capacity strengthening. 

KEY TASKS & RESPONSIBILITIES 

1. Strategic and Technical Leadership 

Provide strategic advice to QADER’s management on positioning and engagement in the education sector, with a focus on inclusive education and education in emergencies. 

Lead the formulation of a strategic framework or roadmap for QADER’s education interventions. 

Provide technical guidance to ensure all education-related programming aligns with international and national standards for inclusive and equitable education. 

Provide technical input to strengthen the integration and strategic positioning of inclusive education within QADER’s organizational framework and program portfolio. 

2. Program Development and Quality Assurance 

Collaborate with the program development team to identify strategic opportunities and provide technical and innovative inputs to inform the design of education-related initiatives.  

Provide quality assurance and technical input to project documents, reports, and evaluations to ensure coherence with QADER’s strategic objectives and best international practices. 

Support the identification of funding opportunities and contribute to resource mobilization efforts. 

3. Partnership Building and Representation 

Strengthen QADER’s engagement and visibility within the Education Cluster, the Ministry of Education, and other education coordination mechanisms. 

Foster and maintain strategic partnerships with education actors, donors, UN agencies, and civil society organizations to promote inclusive and equitable education. 

Represent QADER in technical and policy dialogues at national and international levels, positioning it as a key actor in inclusive education and EiE. 

4. Capacity Strengthening and Knowledge Management 

Provide technical support to QADER staff and partners to strengthen understanding and application of inclusive education principles. 

Facilitate knowledge exchange and learning processes within QADER and among partners to promote evidence-based practices. 

Document lessons learned, case studies, and promising practices to inform internal learning and external advocacy. 

5. Advocacy and Policy Influence 

Contribute to the development and implementation of QADER’s education advocacy agenda. 

Support the production of policy briefs, position papers, and technical notes on inclusive education and education in emergencies. 

Collaborate with other QADER teams to ensure education is effectively represented in broader disability inclusion and rights-based advocacy initiatives. 

 

Requirements
Master's degree in education, Inclusive Education, Educational Policy, or a related field.
Minimum 8 years of progressively responsible experience in education programming, policy development, or advisory roles.
Demonstrated expertise in inclusive education and/or education in emergencies.
Experience in working with government entities, UN agencies, or INGOs in education sector coordination or technical advisory roles.
Strong understanding of education systems, policies, and reform processes in Palestine and globally.
Excellent skills in policy analysis, strategic planning, and program design.
Demonstrated ability to build partnerships and influence decision-making processes.
Strong analytical, writing, and presentation skills.
Proficiency in English and Arabic (spoken and written).
Ability to translate ideas into actionable plans.
Excellent communication and networking skills.
