Job Description

Hours: 40 hours per week

General Statement of Duties:


The Senior Manager (SM) will assist the Director of Finance (DoF) in managing the day-to -day activities of the Finance department within the Group and ensures that the accounting functions are organised, efficient, accurate, up-to-date, and are in line with the financial strategies. The SM deputises for the Director of Finance when necessary.


Main Responsibilities:

A. Accounting Functions:

  1. Assist the DoF in supervising the Finance Team to ensure the smooth operations of the day-to-day activities including the management of staff in the absence of DoF.
    2. Maintain timely and accurate financial records and reports that are appropriate for the users and in accordance with the accepted accounting principles.
    3. Provide management with periodical financial reports as needed.
    4. Implement procedures to ensure compliance with internal financial and accounting policies and procedures set out in the Financial Manual.
    5. Review and Maintenance of financial ledgers and accounting processes.
    6. Ensure accurate and timely billing to third parties and insurance companies
    7. Approval of journal entries, vouchers and bank reconciliations.
    8. Review the payroll process and transactions before submission to DoF for final approval.
    9. Monitor banks and cash balances
    10. Review and approval of donors’ related reports and provide the Fundraising team with the needed & relevant financial data
    11. Assist in the annual external and internal audits and other engagements and follows up on
    recommendations.
    12. Ensure Compliance with applicable tax laws, charity laws, and other related requirements
    13. Being responsible for the local trading companies (for profit projects) in terms of reporting to tax authorities and any relevant parties as requested. Also, to monitor the performance and financial results of those projects.
    14. Following up with major debtor with regarding to billing and collection. This includes the need for regular visits to their Head Quarters.

B. Finance Functions:
1. Assist the DoF in preparing the monthly management’s accounts and cash flow reports, the annual budget, forecasts and other reports as necessary.
2. Assist the DoF in the effective management of financial resources & cash flows

 

 

Responsibilities

The hospital is a no smoking hospital and smoking is only permitted in the designated smoking areas and only during official break periods.
All staff will abide by confidentiality rules and will not disclose any information about patients, the staff or the workings of the hospital, except in certain circumstances where express permission is given as per the Confidentiality Policy.
All staff are expected to comply at all times with the requirements of Health and Safety regulations and to take responsibility for the health and safety and welfare of others in the working environment ensuring that agreed safety procedures are carried out to maintain a safe environment.
The Hospital has a Control of Visits in the Hospital and Security of Workers policy in order to help protect patients, visitors and staff and to safeguard their property. All employees have a responsibility to ensure that those persons using the Hospital and its service are as secure as possible.

All staff are expected to familiarise themselves with the requirements of the Hospitals policies and procedures for staff and also their specific area of work.

All staff are responsible for ensuring that all risks of cross infection to patients are minimised and that all policies, procedures and guidance relating to infection control practice are adhered to.
All staff are responsible, where relevant, for ensuring that all equipment used by patients is clean/decontaminated as instructed by manufacturers and in line with the infection control/guidelines protocol and policy

Requirements
BA, BSc degree in Accounting/Business Administration.
Professional Accountancy Certification and/or Accreditation
Languages: English, Arabic & Hebrew
Knowledge of Israeli & Palestinian tax & charity laws.
Excellent IT skills.
Minimum of 5 years of continuous experience in the field of Accounting /Finance.
Ability to work under pressure.
Good attention to details.
Experience of managing staff.
