About the Company

Tasdeer is a Trade Facilitation and Customs Support programme (2020-2026; £22.5m) funded by UK Aid from the British Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and Palestinian Authority (PA) capacity in trade, customs, and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the PA’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.

The Challenge Fund is an innovative grants programme that is implemented in partnership with the Palestine Federation of Industries (PFI). It offers result-based grants to reward Palestinian exporters who exceed predefined and agreed-upon export targets to international markets. Export targets will be set jointly with the exporters and in close coordination with the PFI. Exporters subscribing to this program will need to generate export value that exceeds their average baseline over the past two years before qualifying for a grant approval.

The successful candidate will be contracted by Tasdeer Consortium Partners and seconded to the Palestine Federation of Industries (PFI). He/she will be responsible for the verification of all financial and regulatory due diligence for the subscribing candidate exporters, will screen applications and provide initial compliance assessment, and will provide regular and timely financial and operational analysis on the programme portfolio, including developing benchmarks to ensure exporting firms are on track in achieving their subscribed targets. Tasdeer and PFI will jointly oversee the overall programme, while reporting on a day-to-day basis will be to the Challenge Fund Coordinator at PFI.

Job Description

The Finance & Trade Compliance Officer will play a central role in managing and ensuring trade and financial compliance, transparency, and accountability for the Challenge Fund grant window by the participating exporting firms. The officer will work closely with the Challenge Fund Coordinator to ensure compliance with Tasdeer’s rules and regulations in assessing applications, verifying previous export results for the firms, validating the necessary trade documentation that exporters will present to the program and check with various relevant sources to validate provided documentation. Working collaboratively with the Challenge Fund Coordinator, PFI, and Tasdeer’s technical and finance teams, the Finance & Trade Compliance Officer will manage exporters files, documentation, data collection, financial tracking, grantee financial reviews, documentation verification, and audit support, in addition to preparing reporting required by Tasdeer and FCDO.

 

Reporting Lines and Managerial Responsibilities:

The officer will be based at the premises of the PFI and will work under the direct supervision and authority of the PFI CEO. The coordinator will be administratively accountable to PFI while functionally coordinating with Tasdeer's workstream 3 lead, the deputy team leader, and other relevant Tasdeer team members for technical guidance, program alignment, reporting, and support. 

Duration:

This role will be full-time for the duration of the project (end-date September 2026), subject to availability of funding and donor approval.

Location:

This position will be based in Ramallah - PFI office. Project-related travel is expected within the West Bank according to project need.

Responsibilities
Screen and review Challenge Fund applications for eligibility and completeness/accuracy of submitted/required documentation.
Conduct thorough due diligence on documentation discrepancies, and communicate effectively with ministries, industry sectors, customs brokers, and logistics service providers to ensure proper declarations and data are provided.
Analyse financial statements for 2 years for each of the applicant companies and validate with relevant ministries and economic entities.
Calculate and propose the baseline export value based on the presented and validated documentation to be agreed upon as the base for each eligible application.
Audit ongoing export documentations and maintain an organized recordkeeping for export transactions and provide ongoing comparisons with the baseline for each company.
Be able to retrieve and review and validate commercial documentation and assess accuracy, verifying certificate of origin and country of origin/export, commercial invoice, bill of lading, other documentation needed for specific industries, export declaration, and terms of sale and value to ensure compliance with local regulations.
Report on applications and progress for applicant companies, disaggregated by industry sector, country destination, value of goods, type of goods, export date, etc.
Conduct periodic risk assessments against set targets and periodic internal audits monitoring export applications transactions for compliance issues and discrepancies and ensuring appropriate follow-up and reporting to management.
Other duties and responsibilities will be assigned as work demand deems necessary.
Requirements
Bachelor’s degree with major/concentration in Accounting, Audit, Finance, Economics, or a related field.
Strong familiarity with Palestinian tax law, VAT exemption procedures, and customs documentation.
Prior work in donor-funded programmes or private sector development initiatives with different sectors is a plus.
Knowledge in financial compliance standards for development grants (preferably FCDO or equivalent) is a plus.
Proficiency in financial software.
Experience reviewing procurement and contract documentation is highly desirable.
Strong attention to detail and ability to multi-task.
Fluency in Arabic and English. Hebrew (reading and understanding) is a strong advantage.
Minimum 3–5 years of relevant and strong work experience, in customs brokers and logistic fields.
